The assessment will conduct a comprehensive reflection and systematic evaluation of the ACTIVE project’s Theory of Change, focusing on outcome-wise learnings to enhance future implementation strategies and achieve project goals. It will evaluate the adoption of an integrated programming approach and value-for-money practices while analyzing project-driven results, including improved access to inclusive services, the effectiveness of Early Intervention Programs, and enhanced school governance through parental involvement and CRM. The assessment will also examine primary actors’ engagement in local planning and budget processes, health system improvements via social accountability tools, and integrated health and education programs, documented as case studies. Using the OECD/DAC framework, the evaluation will measure relevance, effectiveness, efficiency, impact, and sustainability. It will assess alignment with marginalized communities’ needs, the achievement of intended outcomes, efficient use of resources, tangible impacts on governance and service delivery, and the sustainability of youth empowerment strategies. The findings will inform recommendations to strengthen project implementation and impact.
