The baseline survey aimed to collect and analyze data and information related to indicate targeted groups in target areas of four pilot municipalities. The study was conducted in close coordination with the Project Expert Team, the NRA/NDRRMA, and the four pilot municipalities. In the process of designing the survey and conducting the data collection and analysis, a maximum level of engagement of the GoN counterparts at the federal and local levels was ensured.

The main objective of the study was to collect data and information regarding,

1) capacity of elected representatives and local government officials in terms of planning and implementation of the annual work plan

2) status of participation of community groups including women and disadvantaged groups in the planning and implementation process of an annual work plan.
